They are rotary dials, 8 position, turn and push to fire controls. Wild Western, Front Line and Tin Star all seem to share the same style of controls. Without the manuals handy, I have to assume each direction of the rotary dial is a direction, which changes the input port in much the same way as a joystick would based on it's direction. Neither of the games have been all that playable outside of the arcade control panel.
