Maybe he wants that -nounevenstretch feature or whatever, with no bilinear filtering as well.
Also, some monitor scaling circuitry can be disabled, mostly in NEC LCDs, leaving a 800x600 resolution inside a 1920x1080 monitor, for example. But that's not technically a "window"..
