Yes she should! It's registered in her name. It's her responsibility to make sure it NEVER got into anyone elses' hands who aren't permitted to use it. If her son stole the bike then charges should be filed by her against him for theft. Otherwise, she deserves every bit of financial pain and humiliation from her own reckless stupidity that led to this.
