It happens quite often. For one diabetes awareness campaign I was a part of we even gave out ink stampers that left little footprints in order to remind people on how diabetes can affect the extremities.

On a related note, Waylon Jennings had diabetes and had one of his feet amputated. He wasn't depressed afterwards and was wanting to get on with life. Sadly, despite his optimism, he didn't live long thereafter.
It could be much, much worse, though. For a while in Greece the wonderful managed care organizations there opted for amputation first and orthopedic shoes last. Quote:
"In a letter issued to the Pan-Hellenic Federation of People with Diabetes, the benefits division of the Greek Social Security Institute, or IKA, informed the organization that it would no longer pay for special diabetic footwear because amputations are just cheaper. No word on what was its proposed alternative to erectile dysfunction meds."

In any case this is all nothing to eat a bullet over. Hartigan, on the other hand, had a VERY GOOD reason to do so. But he's a character of fiction within Basin City.
