There are a few image tagging formats applicable to jpeg files:
- EXIF, this is usually written by the camera and contains details about the camera and settings used to take the photo.
- IPTC, metadata such as location, title, author, etc.
- XMP, similar to IPTC but more eXtensible as it's actually embedding XML into the photo.
There's the free Microsoft Pro Photo Tools at http://www.microsoft.com/download/en/details.aspx?id=13518, personally I'd recommend ACDSee Pro 5.
