There are so many things that could cause this and there is nowhere near enough information to guess. If the power strip doesn't exhibit the same behaviour with another appliance then the monitor could have a fault or may be miswired.
If it's in the UK then a PAT test might show up a common fault. Otherwise a qualified electrician should be called in as you have a potentially lethal problem.
