Eh... These IPS files are no different from MAME cheat files that modify the memory values on startup. MAMEPlus loads the game roms, then applies these changes on the loaded files on RAM.

Yes, they -could- be used to make new romsets. But you need the originals to do that, these files are just diff files and they're no different from the ones used with emulator sources.
