MAME-wise that's going to be within a few ticks of your old system. The A8-3800 Llano core is 2.4 GHz - the architectural improvements and the boost feature should allow it to match and sometimes beat the old system, but it's not gonna blow your socks off. If you were on the edge before (50+ FPS) that could well get you over the hump to 60, but if it was farther away it's just going to be pretty much a straight replacement.
ETA: I should note that you will see some improvement in 3D games simply from upgrading from XP to a 64 bit OS though. Make sure you run 64-bit MAME as well. And the on-board GPU should handle the "HLSL" feature nicely.
