Depends. AT&T and T-Mobile in the US refer to HSPDA+ >= 7Mbps as "4G", and on capable phones (including the iPhone 4S) you can definitely get very good data speeds without LTE, although that depends on the tower. (I'm not defending their calling it 4G, mind you - technically even LTE isn't 4G by the strict definition).
