Panic is exactly what kills most people in the water.
They freak out, Start thrashing (making the water less dense and they sink), get water up their nose/ears/whatever and then in inhale a good chunk.
One of the first things they teach life guards, dont let them pull you under. Someone who is drowning will suck you under quick.
Most swimming strokes are fairly easy to learn. Would take an adult a week or so to learn. Think most YMCA's have fairly cheap lessons. Probably 50 bucks total and you would be able to at least float decently and move around 'ok'. Would take about 1-2 hours a night for a week.
Recently went to a pool and it was 3ft deep across the whole thing. BAH. Cant do the really fun stuff in that... Guess if you wanted to just float around on it...
