What in a CPU does the speed of games in MAME rely on?

I'm thinking of actually upgrading to a new laptop for Christmas (which, it's close to that time, by the way, happy Halloween everybody!)
Does the speed of say, 3D games (and I'm not just talking about Rush (edit on 11/1/11) or the Cruis'n series, I'm talking about games like Konami's Jet Wave and games that currently don't run properly, but are playable) depend on the cache of the CPU? Does it depend on the cores? The threads?
I'm choosing between these options (for an ASUS G71):
- Core 2 Extreme (X9100): Dual-core, runs at 3.06GHz, has 6MB cache, and 2 threads
- Core 2 Quad (QX9300): Quad-core, runs at 2.53GHz, has 12MB, and I think 4 threads
What I know is that processors are hard to replace in laptops, rather than in desktops. But it seems that it can be done.
