The game runs at the best speed the hardware was capable of in the late 1980's.
If Atari had the hardware that could run the game at a solid 30 or 60fps available to them at a price that was affordable to put in a commercial arcade machine, they would have done.
The Hard Driving hardware was highly advanced for the time, it uses 4 CPU's..from system 16:
These games use many CPUs and many boards in many different combinations, but all games had the same basic features.

GSP : TMS34010 @ 48MHz - Rasterizer : to render the polygons and graphics
PSP : TMS34012 @ 50MHz - (labelled SCX6218UTP) to expand pixels
MSP : TMS34010 @ 50MHz - (optional) to handle in-game maths calculations
Video resoution : 512x288
Very expensive for the time.....to put in a CPU that could triple or quadruple the frame rate, would have been just too expensive.
