Monaco GP and Pong were both removed because they were programmed from scratch(?) instead of properly emulating or simulating the discrete circuitry, and the gameplay and feel was therefore much different. The only part of Monaco GP used were the graphics ROMs, whereas Pong was remade entirely from scratch, not to mention the simulation was bundled with MAME as a 'free ROM' without Atari's permission (note quotation marks, since Pong didn't actually have any ROM chips).
Technically though, Monaco GP should have been re-added long ago, minus the fake code, as a non-working skeleton driver just to preserve the ROMs - there are many other games with a null driver doing the exact same thing, awaiting the day someone looks at the source code and makes the game say Hello World (or Hello, I'm Turned On! in Q*bert's case).
