You can destroy the second helicopter but you only have a 1 second window per cycle of the helicopters pattern to hit.

After it circles around the back of the tower, wait for first barrage, then shoot at the middle of the tail boom just after second barrage. Be prepared to use lots of 'quarters' as you need to hit it 20 times in the manner.
