I'm on Windows Vista Ultimate, 2GB memory, Core 2 2.16 GHz with an ATI video card. It's a Dell Inspiron laptop.
I did in fact install command-line MAME in an entirely separate folder and the hang still happened.
I used to play the game in question lots awhile back without performance issues on my PC. Apparently, this game doesn't generate NVRAM, because I looked to see if I could delete the NVRAM and start over. I don't know what the deal is, but thanks for helping me look into it.
I found another bug in another mahjong game which I will submit to MAMETesters once I pass Viewer status.
Thanks for all of your help. Hopefully we can get to the bottom of this, but it sounds like it's probably my computer and not MAME.
EDIT --> I got it to boot up twice on straight MAMEUI32 from John IV's site, but the third time it hung. Was able to play normally when it actually loaded.
