You can easily add that function back but your load time will be a looooooooonnnng time for the GUI. Robbbert mentioned having a different idea on the ini files but I'm not sure if he has looked at it. If you compile your own MAMEUI and want those functions added back in, it is very easy. In mui_opts.c, find the string...

Right below you will see several entries like "_play_count", "_play_time", etc. Just remove the "//" at the beginning of those two lines and compile.
EDIT: BTW, the play count is nothing more than how many times the game was launched from the GUI. Some games have a counter in the .cfg file that count how many "coins" were dropped. That is more useful to me.
Also, if you are using savestates, the uptime is also recorded. Hit the TAB key in-game and look at Bookkeeping.
