Hell to the yes. Microsoft ACT has been around for over 10 years, since Windows 2000 days.
DosFreak over at VOGONS used to say what apps he was successful in using with ACT in his massive compatibility list.
The ACT is partially built into Windows these days, but there's still plenty of other tweaks you can apply by having it installed.
