In my opinion, no, this is not a bug. Atari throughout it's gaming history when it has kept high scores for a game, the top 3 or 4 all-time scores are saved with the others reset when powered. This gave the less competitive or skilled a chance to at least appear on the board. I'd say it's safe to assume if a battery backup is implemented at all for a game, it working exactly as it should in regards to saved scores.
