I've formatted a SD card in Windows XP before. I used FAT, but I think FAT32 would also be ok. Even when I format it in Windows, I always reformat in a camera before I start taking pictures.
I haven't used the SD Formatter program that I linked to in my last post, but I guess it's supposed to be better than just formatting regularly with Windows.
