There's still a market on the PC in casual, MMORPGs, and RTS. Unfortunately two of those segments are not growing and casual's equally huge on phones (if there's a better timesuck than Angry Birds I don't want to know about it). FPS superiority and technological superiority both have gone away (the latter because XP/DX9 refuse to die).
But the real point is that a a PC port of an unknown sequel to a 20 year old arcade racer that isn't named "Daytona" or "Ridge Racer" would ship directly to the bargain bin - they'd be unlikely to recoup even a fraction of the costs of reworking it to run on all kinds of video cards and so on.
