We commonly use "cantar" (to sing) for long guttural sounds and "piar" (to chirp) for short ones (though that verb is more common for chickens). Sometimes even "silbar" (to whistle). Any can be interpreted as tweet in the right context. However if we take "tweets" as small messages posted on twitter, a "tweet" is definitely a subject and never a verb. At least for spanish.
