No they aren't (well, only groove on fight is). Maybe your MAME is outdated.

pwrinstj is already named "Gouketsuji Ichizoku (Japan)"

this is wrong too, however plegendsj "Gouketsuji Ichizoku Saikyou Densetsu (Japan, Ver. 95/06/20)"
should be renamed to "Gouketsuji Gaiden - Saikyou Densetsu (Japan, Ver. 95/06/20)"
changing plegends "Power Instinct Legends (US, Ver. 95/06/20)" to "Gogetsuji Legends (US, Ver. 95/06/20)" is arguable since that is what the title says... however I disaggree. Gogetsuji is on the title but that's romanized/spelled wrong, it shoud be a k not a g. and its even that way on the japanese title. The fact that it wasn't changed to "Power Instinct" for the english ver was probly just lazy localization. I'm surprised they bothered to change the Saikyou Densetsu text to "Legends".

Well, your right for this one, almost. groovef should not be "Power Instinct 3 - Groove On Fight (J 970416 V1.001)"
but "Groove On Fight - Gouketsji Ichizoku 3 (J 970416 V1.001)".
However it could arguably be just "Groove On Fight (J 970416 V1.001)" and not "Groove on Fight - Gouketsji Ichizoku 3" as the "Gouketsji Ichizoku 3" text is only on the OST and not on the actual game title screen.

> 5. Matrimelee (USA) / Shin Gouketsuji Ichizoku Tokon - Matrimelee (Japan)
The name for matrim is already "Matrimelee / Shin Gouketsuji Ichizoku Toukon" but should be "Matrimelee / Shin Gouketsuji Ichizoku Toukon - Matrimelee" Though it could arguably be just "Shin Gouketsuji Ichizoku Toukon - Matrimelee" as the english versions use the japanese titlescreen without alterations.
