That's still true of the actual nag screen (the "you must own the ROMs" one) - it only appears the first time you run a game or without a .cfg file. The other screens are not nag screens, they're showing important information. Calling them "nag screens" just makes MAMEdev angrier.
Incidentally, that switch was removed due to a flood of stupid at MAMETesters, which abated not long after the screens became mandatory again.
