In general nobody starts a driver until most of the games on it are safe under the 3 year rule. And drivers are submitted early and often because it's too painful to maintain things out of tree when Aaron and Atari Ace are gunning for core changes in every version. In other words, what you see in the whatsnew (and the developer WIP pages) is what you get.
