No you don't.
Email DBX's on old drive by default are stored at: C:\Documents and Settings\username\Local Settings\Application Data\Identities\OE profile GUID\Microsoft\Outlook Express (There may be multiple GUID's if there are multiple profiles in OE6.)
Address book on old drive by default is stored at: C:\Documents and Settings\username\Application Data\Microsoft\Address Book
These locations are rarely changed.
Copy them out to a folder on the new system.
Go into OE6 and create the profile. Go to Import, Import Address book. Point to backup folder. Go to Import, Import Messages. Choose Outlook Express 6. Select "Import mail from an OE6 store directory" radio button. Click "Browse" and Point to backup folder.
I've done this hundreds of times, works fine.
