I tried Codelobster Php edition (www.codelobster.com).Convinient enought, small, free. As in any text editor there is all standard features for work with code. Highlights paired tags and brackets.
There is Find & Replace dialog, an intelligent autocomplete for php and html, context and dynamic php, Mysql, HTML help. And debugger. Works correct. I use the latest version of that IDE.
