Twitter always had specific issues when first started such as various Islamic terrorist organizations and other unpopular groups causing problems and the staff did try to catch up and quickly pull plug whenever a new account would surface. Iirc when Jack Dorsey had taken over Twitter, they did get a bit better to some degree from news reports I had read. Some new management staff members were hired to ensure as best possible to
improve Twitter in hopes to prevent stuff like phony accounts, unwanted garbage, and fraudulent activity to be best prevented as possible.

Although Twitter had to catch up to troublemakers, the hired content management staff supposedly did make inroads in minimizing damage, but there were still issues, but not as extensive as previous times.
When the sale transaction happened last year, many of those employees that were hired to improve Twitter were eventually fired or forced to quit because of excessive demands by the scum bag that bought the company. The staff that had the capability to run Twitter were ousted over past several months.
The sale never should have happened, but after the Twitter board forced Dorsey to resign, the board chose to sell and be bought out and Twitter will be eventually become a distant memory.
