May as well start from scratch, most of the ROMs that were dumped in the 1990s probably won't run in modern emulators, and most of the emulators from that era (DOS-9x-XP transition period) probably won't even run in Windows Vista let alone anything later (at least without being sandboxed in a VM). No idea if VPinMAME has changed as it isn't my field, but regular MAME should always be updated just like web browsers.

If you really must transfer everything, put everything on a USB stick (being from 20+ years ago even an 8GB stick is probably sufficient), or disconnect both PCs from the internet and connect them via LAN (assuming the router has more than 1 port) and copy them via network (might take some trial and error getting both PCs to talk to each other). When done copying, remove XP machine from LAN, reconnect Windows 10 machine to the net, run a virus scan on the transferred files just for the sake of it and assign the XP box to history.

On a side note, I recently had fun trying to figure out how to network an old XP box to a modern Linux PC (Lubuntu), turned out XP didn't like the SMB2 protocol so I had to drop back the Linux side to SMB1 to get it to work (still can't access the Linux machine from the XP side, not that there's any point). Under SMB2 Lubuntu could list XP's shared folders but then it would time out when trying to list files, under SMB1 everything worked as intended.
