If you're using it, Chrome now also blocks a lot of "suspicious" addresses & files on them if you don't whitelist them as safe. It will still d/l the file but tells you it's going to delete or discard it down in the file list at bottom. I think you then have to right click on it & hit "Keep" to actually keep it...It may still do this even if you do like AntoPISA said above(I think).
Depends on your settings and how much you feel like digging through options to fix them...
