The bench command produces a result for unthrottled average performance, so can be deceptive, while the average for Scud Racing is over 100% it still dips in the 70s in places.
Given that the emulation of Scud is incomplete and there are noticeable graphics issues, future work by the devs could swing performance in either direction, I wouldn't upgrade for this game alone.
The ZEN 3 IPC performance gains and the single unified cache help a lot in MAME, but if you already have Ryzen 5 3600 CPU I'd probably wait for ZEN 4 which will likely bring larger gains.
I'm still chasing the day CPU performance lets Dolphin blue hits a solid 100%.
If all else fails, Burn the manual.
