In my opinion, most companies pass over rom image download sites which don't involve making any money. That means no ADs, "Subscription" fees for content, or even setting up patreon accounts to cover "server costs" or anything else that may be considered profiting off their IP. Stuff like that will likely get you quickly flagged and potentially sued. Best thing, of course, is to not even attempting such data.
