I'm sorry, I don't really know how to do this giving you a specific command line.
The best way I can describe it is by running

./mame64 mslug -bgfx_backend opengl

then on config menu, slider controls when enabling ntsc filter, screen goes black.

By running -bgfx_backend vulkan, enabling ntsc works as expected (I think).
