No, that is not possible to do with a artwork/layout file. This would you do with your paint-program i.e. Photoshop. IMHO tiltet artwork is not needed, because in real life you would look at the game at the same angle we already have here.

I am sorry, i thought there was a slider for scanlines too. Did you turn off "Shadow mask strength" to 0? And set "Radius of curvature" to 10. This should help a little. Unfortunately to turn of the scanlines, we would need to change the source-files of the crt-geom shaders, which are in: MAME 0.210\bgfx\shaders The problem is, in a binary MAME (already compiled MAME), those shaders, are compiled too and we can not modify them anymore (.bin files). I will try to create you modified crt-geom shaders, without shadowmask, scanlines and curvature, because like i said, LCD does not have them in real world, at least not these games.
The goal should be: To have a shader that perfectly fits for those games, so we can create a preset that works everytime.
