Sounds like it would be complicated, but luckily that's really simple to solve.
see 1 extra line for global layout bounds (line 16), using your gnw_zelda artwork as example:

In windowed mode, it will auto crop the view. In fullscreen mode MAME will auto center it, should look ok now with 4:3, 5:4, 16:9, 16:10.
