If the video portion of Sega's Royal Ascot can be up and running in MAME eventually, consider that a victory in itself. As for Sigma Derby, I guess that means it makes it that much more of an uphill challenge. If the roms can be dumped and supported/documented in MAME assuming you can find all the needed Sigma Derby pcbs for starters, that is a start since that is one of the reasons why Nicola S. started MAME all the many years ago.

The bigger challenge is you or someone else will have to buy the various extraneous parts and pieces and find someone that has major artwork experience and has lots of spare time to put everything together to get some form of simulation of the game running. One thing still needed is purchasing some of those horse/jockey figures and then have someone do 3D software modeling of each one of those figures. And then really hope that MAME artwork rendering output gets some substantial upgrade such as true 3D support in the future. There has been good progress along the way, but maybe still a ways to go.

The best current example is look at actual Sega Space Tactics cab operation on youtube videos and notice all that visual hardware stuff is still yet to be supported in MAME. It is like that with a lot of other items in MAME still missing needed artwork support although there are some pretty good simulations used with some of the supported games at this time.
