I don't know if HDMI does that. When I had two displays, the DVI was running at 75Hz and DP at 60Hz no problem.
No downsides that I can think of. I loved having two monitors for translation work and recording. That's a moot point because if you plan on doing anything meaningful on the other monitor, you'll be running MAME in a window, which means that none of those settings will do anything.
