Overlay / Border Question

I know that you can use thousands of Bezels, Overlays, Borders, you name it, per Rom, but I am wondering if there is a way to set 1 for every Rom. For example, I have a Overlay that I use in RetroArch, and it is set for every Core and every Rom.I Load up a Core, Select a Rom, and it automatically Loads the Rom and sets the Overlay no matter what it is that I Selected, like this:
