It's kind of a bug. It means that whatever MAME dev was implementing the driver chose to put a line of code in the driver that displays that message on-screen when a certain thing happens.
So the ROM dump is okay, and it's not a bug in the game itself, and it's not really a bug in the driver because the MAME developer who wrote it specifically put that functionality there.
