Currently only for Android devices, as Apple doesn't want people to use devices the way they want.
It's billed as allowing you to use your mobile device to play games from your Steam library through your PC,and (if you get the firmware update and are opt in to the Steam beta) use your Steam Controller as a bluetooth device (a secondary operating mode for it) connected to the mobile device. (Non-Steam bluetooth controllers also work.)
It doesn't exactly do that.

Yes, it allows any software on your PC to be used on your phone or tablet, as long as you're connected to your network. I'm looking at this screen right now on my phone.
It isn't ideal, as, with the controller off, I can't bring up a keyboard, but it works as a remote clone of your screen. Touching the screen acts as mouse clicking, dragging, etc.
I played a non-Steam game to test it. It'll do if you need your screen somewhere it isn't, I guess.
