Yeah, that's always been the way. He even took to fingerprinting individual ROMs so if someone leaks one to a ROM site he knows who it was. Pretty silly considering they're all unlawful to distribute any of them, as they're an unlicensed derived work of SNK's original BIOS. It isn't a clean-room reimplementation.
