H Stretch and V Stretch global setting

I couldn't figure out an appropriate forum so I am posting here...

How to apply a global setting for H and V Stretch?

I see that each game will create its own "game.cfg" xml file, which contains some of the parameters that were changed using the OSD, such as



as opposed to the stuff in INI files, which applies to whole categories (raster.ini for all raster games, xxx.ini for all games running on machine xxx, and so on)

So the INI files allow to apply global settings, but the CFG files are specific to each game...

So, if I have understood everything correctly, back to the original question:
is there a way to have a global setting for H and V stretch?
