The trouble with that theory is that mahjong is different in Chinese vs Japanese. Mahjong is 麻將 in traditional Chinese, or 麻将 in simplified Chinese (majiang). In Japansese, 麻雀 (maajan) means "mahjong", but in Chinese it means "sparrow" (maque). So it's supposed to be a Japanese title, or at least a Japanese-looking title.
In Chinese the title would be read "dinghuang maque". I think itt would be read "chouou maajan" in Japanese. It means be Super Phoenix Mahjong or something.
