MESS was only doing non-coin operated hardware emulation while MAME was covering coin operated hardware emulation.
What did happen was when Micko (Miodrag) was in charge after Aaron handed release duties to Micko, there was a merge with source code of both MAME and MESS sometime 2010 or 2011.
That allowed various developers to make use of both source codes at once in order to emulate coin operated games that may have used hardware components found in computers or consoles which made sense doing that. This then meant MESS builds would be hosted on MAMEdev site.
By about 2014 or 2015, the decision was to have MAME incorporate MESS build altogether and make it all renamed to MAME (full name and no longer having anything to do with the original acronym that Nicola Salmoria had first used when releasing MAME officially in 1997).
