Are you using the very latest binary (0.185) available from MAMEDEV? You don't mention which version you are using.
Vtech Creativision is kind of a computer/console hybrid and the input were set up as if it had a regular keyboard (literally is one that spans over the two controllers) that spans accepts alphanumeric input. So, it is expected to drop to partial mode in order to use UI. Picture attached.
If you are using a recent build, Intellivision controls should be more sane if you select in TAB menu for "Machine Configuration" and make both of them "Digital". Not sure why the Analog setting is causing shared controllers between both sides.
