I think you're out of luck.

Support for cards that don't support non-power of 2 textures was dropped to simplify / clean up the code (anything made within the last 10 years should support them...)

I think there's still the GDI fallback (-video gdi) but it will be painfully slow for most cases.

The command-line hasn't changed tho, so not sure what your other problem is.
