If you want different settings for vertical games vs horizontal games, you can use separate ini files.
Put your "base" settings in mame.ini. This will be used for all horizontal games.
Then create an empty file in your mame folder named "vertical.ini" and add (only) these two lines which will override the settings in the base mame.ini ...

EDIT: if you're using an arcade monitor, why aren't you running GroovyMAME?
EDIT 2: Nevermind, from what I can find online, your PC doesn't doesn't have any expansion slots for an AMD/ATI video card compatible with GroovyMAME & CRT_EmuDriver.
