You need to go into the dip switch settings, change the "World Records" setting from "Don't Erase" to "Erase on Reset", reboot the game (F3) and then change the setting back to "Don't Erase".
This will load the default high scores/records from rom to ram and after that (assuming you're good enough to beat the 100m and 110m hurdles default times) your new records will be saved.
