I only can confirm this but my AMD Quad-Core PC is really old and use a shitty GFX card. So not only with artwork enabled, but also with very-resources-demanding games I'm not able to obtain full 100% with BGFX. This doesn't happen with HLSL or OpenGL. Maybe it's expected and I only need to buy a new PC:

Windows 7 Home Premium 64-bit SP1
AMD A8-3820 2,50 GHz (4 Cores)
4,00GB RAM
1024 MB ATI AMD Radeon HD 7400M Series
