Didn't realize this had been dumped as I haven't been very active. I saw SFA3 beta (Sample) version over at E3 back in 1998, when Jason Wilson was racking up massive win streaks on E Honda and someone unlocked balrog. Honda was actually decent in the sample version, but Balrog was just completely broken and ridiculous. And Capcom, in their infinite wisdom, decided to overnerf both champions, when Honda was already fine to begin with. Balrog was still somewhat playable, but Honda was overnerfed down to trash tier....literally one of the worst champions in the game. In the sample version, he did a bit more damage and what was really huge, the initial part of his flying headbutt was NOT air blockable, making it reliable anti-air. The nerf to it, giving the entire animation a "special move" property instead of a normal attack property at the initial frames, just destroyed this character on the final releases.
So glad to play this version again! Thank you mamedev!

BTW What's up with the CPS1 driver and Street fighter 2 hyper fighting? 18 years later, Callus is still the only emulator that can run SF2:HF at arcade perfect speed. (I ran into a working HF machine in Los Angeles and tested the POST screen...it was literally identical almost frame to frame with the emulated version). How did Sardu nail this way back then in 1998?
