You need \plugins\ folder from official MAME package. It must be located where you have your MAME.EXE. Move, if you have it, your old \hi\ folder to the same location.
Open MAME.INI and change these two lines as follows:

plugins hiscore
It's recommended yo perform a MAME -cc first to create a new correct MAME.INI
